







President Yoweri Museveni says he wants to extend his rule to 30 years by running for a fourth term in 2011. The president said he would seek the nomination of the ruling National Resistance Movement when the party meets next month to choose their candidate for the 5-year presidential post. Museveni won his first election in 1996 and initially was hailed as a new kind of African leader for agreeing to term limits and economic liberalization. But in 2005, parliament voted to remove presidential term limits, opening the way for Museveni's 2006 victory. Poor planning at Kisekka market in downtown Kampala has hampered spirited efforts by police and fire brigade- leaving them with no road access to extinguish a fire that broke out early today. Ismael Sembatya reports that the fire broke out at around 6.00am in the area of the market near the Riverside Theater, where food is prepared. He said the cause of the fire and extent of the damage cannot be readily established. Ismael spoke to Andrew Sorowen, the Police Commander for Kampala Metropolitan area said the police had all the facilities at the scene but could not gain access to the inside of the market where the fire was hottest because of the poor roads. And the spokesperson of Kampala City Traders Association Issa Sekitto says the desperation exhibited by traders tearing down structures as they attempt to get to their shops should be an eye-opener to the city planning authorities
The Inter party Cooperation, a coalition of five opposition parties will today conduct nominations for a single candidate to contest for the presidential seat in 2011. The parties gather at Kololo Airstrip for the exercise. The IPC comprises Conservative Party, the Forum for Democratic Change, Justice Forum, Social Democratic Party and the Uganda Peoples' Congress

The police has deployed forces countrywide to quell any violence that may occur, as was witnessed in the elections for NRM district chairpersons. Over 1,500 candidates are vying for seats. Some of those areas with heavy deployment are Sembabule, Kibaale, Kabale, Rukungiri and Wakiso among others. The Inspector General of Police, Maj. Gen. Kale Kayihura is in Ssembabule where most violence was witnessed last month. The elections start at 8:00am and end at 4 in the afternoon

35 ARRESTED IN KINONI
35 people have been arrested in Kinoni, in relation to the ongoing NRM Party primaries to elect parliamentary and local council flag-bearers. The mayor of the municipality, Jamil Kiyira said they are suspected to have been ferried in by one of the NRM candidates for the Bukoto South constituency, David Bbale Mukasa. Kiyira said he got wind of their presence and informed the police. The police later discovered several youths, most of them in their 20's hiding in one of the dormitories at St Steven's primary school. Upon being questioned by police, it was established that the group arrived at around 4am, and they did not possess identity cards or NRM voter cards. The police also suspect that the group was lying about being part of a school football team whose truck broke down and they sought refuge in the primary school premises.
